Are you aware that in the case of Bill Frist, it's no joke? HE really DID kill cats, fraudulently adopting them from animal shelters and then killing them and experimenting on them while he was a medical student.
Maybe that's how he learned how to diagnose otherwise undetected brain activity just from watching a few seconds of videotape.

I don't know for sure, but perhaps Frist was motivated by his discomfiture with the willful dehydration & starvation of a helpless human being?
