When I was growing up, one of our neighbors' children used to be a serial cat killer. He was into mutilation, too. A twisted individual, to say the least.
I love the kitties as you know. I'd be too happy to teach mine the fine points of BRASR: Breathe, Release, Aim, Squeeze, Reoload.
These aren't the feral cats who's fate we've disputed before. These are pets and psycothic a__holes targeting them. Very bad things should happen to these people.
There is no hope for the feral cats however and the other critters will thank us for eliminating them before the efficient felines wipe them out.
I think that cat has his optic mounted wrong. Looks like he's looking into the objective lens. Maybe he's trying to make it fair: Cats are said to have more than fair eyesight!

As far as feral cats go, I'm not convinced that they should all be euthanized. I think you remember that we adopted 2 feral kittens and, although one ran away, her sister has become a very sweet addition to our family.
Perhaps a program of sterilization and release would be best for those who are too old to be domesticated.

Always On Watch: That's very creepy. Animal mutilation is a strong early indicator of serial killers.

Cats do have great eyesight, but shooting is difficult when you don't have fingers or opposable thumbs. I think this cat is an anomaly.
